The Last Night of a Certain Map

The final proposal occupied twelve sheets and refused to look like a victory.

There were deletions. There were receiving reductions beside names whose owners had already objected. There were dates by which banks must be inspected, wages paid, witnesses recalled and allocations allowed to expire. Where a guarantee could not honestly be given, the sheet said so.

Ren read the whole thing aloud.

It took most of the morning. The purpose was not ceremony. Spoken descriptions exposed mistakes that neat columns hid. A route named after a mill could refer to two approaches. A transfer listed as ending at dawn could overlap with another beginning at first bell. A boat's capacity could mean cargo weight or the number of sacks someone hoped to fit aboard.

At the ninth sheet, Ysra stopped her.

“The return here is still attached to the old authority mark.”

Ada looked closer. She had copied the diagram from Hald's current preparation.

“If the central order remains in force,” Ysra said, “a local release removes the new agreement. It doesn't necessarily remove the older claim beneath it.”

Ren sat very still.

They had known about the underlayer. They had not yet traced every administrative instruction capable of reasserting it.

Hald came when summoned. For once his folders were not arranged before he began.

“The transitional releases can operate,” he said.

“Unless an old priority instruction restores the receiving demand,” Ren replied.

“That instruction should be superseded.”

“Should be isn't a release mark.”

He looked towards the door. Ada saw him deciding how much of the truth could still be delivered as a manageable technical correction.

“Bring every current override,” she said. “Every renewal, every subsidiary instruction. Not only the pages the new decree intends to replace.”

“The Chancellor's office maintains some separately.”

“Then ask for them separately.”

Hald left without agreeing. He returned two hours later with a list longer than any of them had wanted.

By evening, the Regent had the proposed winter transition and a second account showing the orders that had to end before it could safely begin. Tovan carried both to the chamber herself. Public copies went to the carriers and the city wards before anyone could suggest they were merely working papers.

Ada wrote home while they waited.

She told Perrin that the bank failure had required a new pedestrian route, that Iven had performed the binding and that she was still responsible for the ground description. She started to explain why she had not used her own hand, crossed out the explanation and left the fact.

She told Jon the stores were being counted properly. She told Dema, in a separate note, that her statement had been entered without requiring her presence, and that no one had been allowed to reduce Bren to the date on an allocation.

To Hobb she wrote nothing. He was across the table eating the last of Mara's pickled roots while claiming not to enjoy them.

Cal came in with an answer from his father. North Rill would release the first cargo under a public agreement that separated the supply decision from Cal's status. Oren had signed the separation explicitly.

Cal read that line twice.

Ada did not ask him to be pleased in a way that made the years before it easier to understand.

After supper, they went up to the empty room beneath the roof. From its small window the illuminated court looked almost harmless. The city around it was less brightly marked. Ada could identify the direction of the infirmary, the bakehouse and the lower landing, but not the individual buildings.

“Tomorrow?” Cal asked.

“A decision, perhaps. Then work.”

“Still frightened?”

“Yes.”

“Good. I was going to feel very inadequate if you weren't.”

She rested her forehead briefly against his shoulder. His coat smelled of damp wool and the customs-house kitchen. He put an arm around her without trying to hold her still.

Downstairs, someone knocked at the outer door.

They separated and listened. Serit's voice crossed the entrance hall, followed by Tovan's. Ada could not hear the words.

She picked up her notebook from the sill. The newest sketch showed no complete national design, only a sequence of smaller changes that might allow people to pass through winter without making the margins permanent.

When she and Cal reached the stairs, Ren was already coming to meet them.

“The Regent has called us,” she said. “Bring the version with the limits.”

Ada did not need to ask which one she meant. It was the only version they had agreed to give her.
